Bieber Card Aims to Teach Kids Responsible Spending

This month, Justin Bieber begins marketing a prepaid card designed to promote responsible teen spending to his millions of fans.   He'll take to social media to spread his message about the SpendSmart MasterCard from a company called BillMyParents, Inc.

"There's probably no single individual out there that can send this message, that can turn a brighter spotlight on this message, then Justin Bieber," said Mike McCoy, chief executive officer of BillMyParents, Inc.

Bieber, who turned 19 Friday, began his career as a YouTube sensation.  Now he has more than 51 million Facebook friends and 30 million Twitter followers, making him a perfect and powerful front man for any product.  He's joining the ranks of celebrities who have used their star power to promote plastic.  Financial guru Suze Orman, basketball legend Magic Johnson and baseball great Alex Rodriguez have all pitched for prepaid cards.

"Do I see it as really valuable for kids? Not really," said Todd Mark,
Vice President of Education for the Consumer Credit Counseling Service of Greater Dallas.

Mark said he is skeptical whether any prepaid card is the best way to teach teens about financial responsibility, namely, he said, because prepaid cards can be riddled with fees.

"If you're depositing $50 and you're paying a buck-50 every time you deposit $50 into an account.  That's horribly inefficient and not cost effective," Mark said.

Prepaid cards may charge consumers to load money on the card, withdraw cash and check their balance.  There are monthly fees as well. For the A-Rod-endorsed Dynasty prepaid Visa RushCard, the monthly fee is up to $9.95 a month.  Magic Johnson's prepaid MasterCard Magic Card has a monthly fee of $4.95.  Suze Orman's Approved Card charges $3 a month.  The SpendSmart MasterCard that Bieber will endorse has a monthly fee of $3.95.

However, McCoy said the SpendSmart card has lower fees than others.  He also said fees for adding money to the card can be avoided if a parent sets up a monthly or bi-weekly automatic deposit schedule.  Plus, there are features of the SpendSmart card that offer parents peace of mind, differentiating it from others in the market.

 "Every time a teen swipes the card both the parent and teen receive an immediate text that tells them how much was spent, where it was spent and what the balance is on the card," McCoy said.

Parents can lock and unlock the card if it's lost or if a parent wants the child to stop using it for any reason.   And it's blocked from use at certain places.

"If the teen were to attempt to use the card at a packaged liquor store, at something coded adult entertainment or at a casino, the card doesn't work," McCoy said.

Fast-Growing Market

The prepaid card industry is a fast-growing market.   According to the Mercator Advisory Group, an independent research and advisory services firm, in 2005, $2.7 billion were loaded onto these cards in the United States.  By 2011, that number grew to $56.8 billion. Mercator's preliminary estimate for 2012 is that $76.7 billion were loaded onto these cards.  And by 2015, that number is projected to reach $168.4 billion. That's a compound annual growth rate of 31 percent.

According to an Aug., 2012 study from the Philadelphia Federal Reserve, prepaid cards are short-lived, typically active for six months or less and ATM surcharges can account for between 15 and 40 percent of cardholder costs. 

But for some consumers, experts said, prepaid cards are a good option.

"For many adults it's very cost effective, as opposed to alternatives they may be looking at," said CCCS's Mark.  "It's a particularly good product for the unbanked and those who don't, for whatever reason, they a have relationship with a legitimate financial institutions or they're afraid of the fees of having a bank account."

Plus, Mark said sometimes paying with plastic is necessary, especially when it comes to online purchases.  

For parents interested in prepaid cards, experts said it's best to shop around and look for cards with low fees.

But for teaching teens about smart spending, Mark said he believed there may better options.  He said firstly, parents and kids have to have open conversations about finances.  Then he said he would recommend sticking with cash or having parents ask their banks about fee free options.

That's what Stephanie Cole did for her 16-year-old son Farley Morris.  She said she wanted the perks of a prepaid card without the fees so she went to her bank.

"When they came up with the no-fee option, I was like, 'That's what I want,'" Cole said. 

She gave Farley what's called a high school account.  It's his own account, with his own debit card, but it's linked to her account.  This way she can monitor his account and deposit money into it whenever he needs.  Plus, there are no fees and when Morris works summer jobs he can have direct deposit.

One benefit, according to Cole, there's no overdraft protection.  If Morris tries to spend money he doesn't have in the account, the purchase is denied.

Morris said that's happened before.

"It's extremely embarrassing," Morris said.

But Cole said it's teaching him a valuable lesson about money.

"He's run up against the real world of budgeting," she said, adding that it provides freedom while teaching him about the world of plastic purchasing power.

Door-to-Door Salesman Saves Woman From Fire

A door-to-door salesman selling home fire alarms noticed smoke coming from a Garland home, heard a woman screaming and broke a window to rescue her.

Kaeriel Evans, 18, who has Down syndrome, was inside by herself when the blaze started in the 1600 block of Homestead Place at about 6 p.m.

"I heard this lady yelling, 'Help, help,'" said Corey Anderson, of Rowlett. "I looked down and saw the smoke so I took off running, and -- reaction -- I just started kicking in the windows."

He tried to find her but couldn't at first.

"As far as I went in, I couldn't see nothing," Anderson said. "It was just smoke."

Then, he heard her voice again.

"I heard somebody say, 'Help me, help me,' so I pushed over an entertainment center and kind of went in there and saw the girl and I told her, 'Drop down and come to me.' And she did. And I got her out."

Anderson sells home security systems that include fire alarms, he said. He hadn't yet made it to her house when he saw the smoke and flames.

Evans was transported to Parkland Memorial Hospital with smoke inhalation and minor burns but was expected to recover.

Soon, Evans' brother arrived home.

"When I saw the house burned up, that's the first thing I asked about -- where is my sister?" Kavaucey Lewis said.

Lewis, 20, said he lives in the house with five siblings and their mother.

He quickly learned about her rescue and thanked Anderson.

"I just told him how much I appreciate it because my sister is my heart," he said.

Anderson was humble about what he had done.

"I'm glad I was here and could help," he said. "I really do wish if that was my family, somebody would do the same thing."

Evans said he couldn't thank Anderson enough.

"He went in there and, you know, he's a hero," Evans said. "He went above and beyond."

Anderson said the word "hero" doesn't fit.

"I don't feel like a hero," he said. "I just feel like, I mean, it was reaction. At the time, I just went with my instincts."

Firefighters are investigating how the fire started.

The Dallas Independent School District Board of Trustees voted Thursday night to use $4.5 million to upgrade security across the district.

DISD Police Chief Craig Miller said the shootings in Newtown, Conn., triggered the district to take a closer look at campus security.

Since then, a task force has been looking for better ways to keep students safe.

"Our kids are safe," Miller said. "That's what this is all about. We want people to think we recognize there's problems, we realize those problems and we're going to make improvements on those problems."

The board unanimously voted to use $4.5 million from a 2008 bond to make the changes.

Security upgrades will include:

  • Additional security cameras at secondary campuses
  • Electronic door-strike buzzers, eight-camera digital recorder systems, card-reader systems at all elementary campuses
  • One-way observation portals in every portable in the school district

"The additional security measures will be a great benefit to every student and every employee working at our schools," said Lew Blackburn, board president. "When students walk into our schools, we want them to feel safe, and we want parents and community members to know that we are doing everything possible to make our campuses secure. This is the right thing to do."

"The board should be commended for their actions tonight," Superintendent Mike Miles said. "Student and staff safety is always our top priority, and this decision supports our efforts to establish and maintain a positive learning environment."

Some of the improvements will be implemented immediately, and all will be in place by the beginning of the 2013-2014 school year.

The Texas Department of Public Safety is signing up Texans in record numbers to be organ and tissue donors.

A heart-shaped donor log is embedded on the donor's license or ID card -- legal proof of the person's consent to donate his or her organs. The person's family cannot revoke the decision.

"When we first started the registry, we couldn't get 50,000 registered in a year," said Pam Silvestri, Southwest Transplant Alliance spokeswoman. "And we got triple that in 30 days in January."

In January 2013, 152,000 people registered to be organ and tissue donors, more than the two previous January totals combined.

Silvestri said it is good news for the more than 11,000 Texans waiting for potentially life-saving organs.

"For the people waiting for organs, this is showing them that Texans want to give and they didn't think that before, they didn't understand it," Silvestri said. "And now they get that Texans want them to live, and that's exciting."

The surge in donor registrations is the result of a simple question DPS clerks are now required to ask of all applicants: "Would you like to be an organ donor today?"

Although Texans can join the registry online through the Donate Life Texas website, most people won't ever take the time to do that. But everyone has to visit a DPS office at some point to apply for, renew or replace their identification.

DPS also now includes sessions on organ donation during training for new hires. Employees get to meet people who've received life-saving organ transplants from donors who registered through DPS.

"It really puts a little bit of a personal spin on it for those technicians," DPS spokesman Trooper Lonnie Haschel said.

"I think we'll see more lives saved because of it, and that's really the bottom line," Silvestri said. "If more people are registered and more organs are available, more transplants are going to happen and less people are going to die waiting."

Van Cliburn Remembered Fondly in Fort Worth

The renowned American classical pianist Van Cliburn died Wednesday morning after suffering from bone cancer. He was 78.

World-renowned pianist Van Cliburn, who was diagnosed with advanced bone cancer in August, died Wednesday morning at the age of 78. Cliburn died at his home, very peacefully, surrounded by his loved ones, according to Thompson's Harveson Cole Funeral Home.

Cliburn's funeral will take place Sunday at Broadway Baptist Church in Fort Worth at 3 p.m. Visitation is Saturday from 4 p.m. to 6 p.m.

Here is a sampling of memorial messages posted online after news of Cliburn's passing began to circulate around North Texas and the world.

"Everybody is just devastated by it. He's in a much better place now. Van was one of the greatest ambassadors for Fort Worth that ever has been. Bullets Prompt Early Dismissal at HP HS

Editor's Note: An earlier version of this report incorrectly stated that .22 caliber shells were found in the bathroom. The school district originally said that shells were found, but a school district representative later said that bullets, not casings, were found. NBC 5 regrets the error.

Highland Park High School in University Park dismissed early on Wednesday after a .22 caliber bullets were found in a boys bathroom.

No weapon or note was found with the bullets. The school district at first said that a box of .22 caliber shells was found but later described them in a message to parents and staff Wednesday night as a "handful of .22-caliber bullets."

Principal Walter Kelly said in the statement that the school and law enforcement have determined that there was no legitimate threat to public safety.

Investigators gathered surveillance video from the bathroom where the bullets were found and interviewed several people.

No one has been charged in the incident.

Initially, school officials said students were not going to be dismissed and would be held at the school. One student was taken into custody by University Park police and returned to school after trying to leave campus. Police said the student is not connected to the bullets or the previous notes and was told to leave campus by his or her parents.

At 12:30 p.m., a decision was made to dismiss students at different times by grade level.

School officials released the following statement to parents Wednesday:

"We want to thank parents, students and faculty for their cooperation and understanding. Safety is always our top priority. HPISD will continue to update parents, students and staff through its emergency text-message system, email, and posts on the district website."

Parents waited outside the school Wednesday morning for their children. Many received text messages from their children.

"He was communicating for a while, back and forth," Michelle Bardwell said. "He didn't know what was going on. He said just that they were on lockdown, sitting on the floor."

The FBI and University Park police are investigating the incident.

The incident is the fifth security incident on campus in the last month. The campus was dismissed early Tuesday after a threatening note was found on campus. In January, classes were dismissed early twice after three threatening notes were found in a boys bathroom on consecutive days.

The box of bullets was not found in the same bathroom where the previous notes were found. If the incidents are connected, the person responsible could face felony charges.

While students' safety is the utmost priority, it is imperative to continue with classes, Kelly said in his statement. The high school be on its regular schedule Thursday and will have an increased police presence.

Because the bullets and the threatening notes were found in bathrooms, restroom access will be restricted.

"Students will only be allowed to use restrooms during passing periods. Those who need access to restrooms during class will be escorted by a staff member," Kelly said.

Students said they understand the reasons for the changes.

"It seems kind of funny having a teacher escort you to the bathroom, but I get why they're doing it, and I think they're doing the right thing," Katie Crow said.

"They're just trying to make everyone feel safer. And I sort of felt safe today, but just the fact that there were police and SWAT and lockdowns -- I was still really scared, so I think tomorrow it will make everyone feel better," Alex Cornett said.

Highland Park High again will only have two entrances open on Thursday. On Wednesday, the school closed all but front doors on Emerson Avenue and the student entrance on Westchester Avenue in wake of the threatening note found on Tuesday.

Obama Urges Congress to Compromise on Sequester

President Barack Obama on Monday said looming automatic spending cuts are already affecting the economy, while a top administration official warned that the nation's borders would be less secure if billions of dollars are yanked from the budget Friday.

"The uncertainty is already having an effect," Obama said. "Companies are preparing layoff notices. Families are preparing to cut back on expenses. The longer these cuts are in place, the bigger the impact will become."

Despite the urgent rhetoric, there was no indication the White House and congressional Republicans were actively negotiating a deal to avoid the so-called sequester ahead of the end of the week deadline. The last known conversation between Obama and GOP leaders was last week and there have been no in-person meetings between the parties this year.

With Congress back from a weeklong recess, House Speaker John Boehner showed little willingness to move off his long-held position that the sequester be offset through targeted spending cuts, not the package of cuts and tax increases Obama supports. 

"Mr. President, you got your tax increase," Boehner said, referring to the tax rate increases that took effect on Jan. 1. "It's time to cut spending here in Washington."

The $85 billion budget-cutting mechanism could affect everything from commercial flights to classrooms to meat inspections. Domestic and defense spending alike would be trimmed, leading to furloughs for hundreds of thousands of government workers and contractors.

The White House continued laying out in stark terms what the cuts would mean for government services, dispatching Homeland Security Secretary Janet Napolitano to warn of the implications for critical security functions.

"I don't think we can maintain the same level of security at all places around the country with sequester as without sequester," said Napolitano, adding that the impact would be "like a rolling ball. It will keep growing."

Napolitano focused in particular on the impact to the border, saying her agency would be forced to furlough 5,000 patrol agents. She tamped down the notion that budget cuts would make the nation more vulnerable to terrorism, but said the sequester would make it "awfully, awfully tough" to minimize that risk.

Also Monday, Interior Secretary Ken Salazar said visiting hours would be cut at all 398 national parks, just as they prepare for an influx of spring and summer visitors.

Elsewhere in the government, Defense Secretary Leon Panetta has said the cuts would harm the readiness of U.S. fighting forces. Transportation Secretary Ray LaHood said travelers could see delayed flights. Education Secretary Arne Duncan said 70,000 fewer children from low-income families would have access to Head Start programs. And furloughed meat inspectors could leave plants idled.

Obama will seek to build public support for his sequester offset plan Tuesday when he travels to Newport News, Va., a community that would be impacted by the defense cuts.

The sequester was designed as an unpalatable fallback, meant to take effect only if a congressional super-committee failed to come up with at least $1 trillion in savings from benefit programs.

Many of the nation's governors, who are gathered in Washington for their annual meeting, voiced frustration over the impending cuts, saying Washington's inability to strike a deal had created widespread uncertainty in the economy and hampered economic recovery in their states. 

"The president needs to show leadership," said Louisiana Gov. Bobby Jindal, a Republican considered a potential 2016 presidential contender, following a meeting with Obama. "The reality is it can be done. This administration has an insatiable appetite for new revenue."

South Carolina Gov. Nikki Haley, a favorite of her party's conservative wing, pointed her anger at both Democrats and Republicans.

"No one should be playing golf. No one should be taking vacations," Haley said, taking a shot at Obama's recent golf outing and Congress' latest recess. "What they need to do is do what these governors do every day. We stay until we get it done."

Democratic Gov. Dannel Malloy of Connecticut concurred.

"They need to get out of that box that sits under the dome and understand that this has real implications in people's lives," he said. "Work with the president, find a way to get it done — or if you want, just turn it over to us governors, and we'll negotiate."

The governors, emerging from a closed-door meeting with Obama Monday, said the president had assured them the administration is pursuing solutions, but offered no assurances that officials would find a way ahead out ahead of the deadline.

Strong cross winds forced flight delays at Dallas-Fort Worth International Airport Monday.

Powerful winds forced airlines to cancel more than 200 flights to and from DFW International Airport on Monday, creating headaches for stranded passengers.

Blizzard conditions in other places also wreaked havoc on airline schedules.

By Monday evening, airlines had canceled 115 departures from DFW, said airport spokesman David Magaña. Most of them were because of the intense winds.

"It's really unusual," he said.

The airport remained open Monday night. Wind speeds were just below the threshold for closing most of the runways, he said.

Hundreds of passengers became separated from their luggage.

"My bag made it to my destination. I did not," said Catherine Willis, who was trying to get from North Carolina to Killeen and ended up stuck at DFW Airport.

Kajuana Donahue was trying to find her bag after her flight to San Angelo made it halfway before it returned to DFW.

"It was like the luggage was held hostage on the plane," she said.

Forecasters predicted the heavy winds would diminish on Tuesday, but passengers were urged to check on their flights before going to the airport.

Nearly 100 Rescued from Dallas Zoo Monorail

Dallas firefighters were called to the Dallas Zoo after a malfunction stranded approximately 100 people on a monorail. The ride will be shutdown Sunday.

Dallas firefighters were called to the Dallas Zoo after a malfunction stranded 93 people on a monorail.

Dallas Fire-Rescue was called to the scene at about 3:30 p.m.

Fortunately, the monorail stopped at a location that was easily reached by firefighters.  Using as many as five extension ladders, firefighters were able to remove all of the trapped passengers from the monorail in about a half hour.

"It stopped a very fortunate place because it was such a low point there, very accessible," Sean Greene, Dallas Zoo Vice President of Guest Services. "It didn't impede any animals, didn't impede the experience over the elephants. But obviously for those 93 passengers they wouldn't like to have completed their journey."

There were no injuries in connection with the malfunction or rescue but certainly rattled nerves.

"Actually [this was] my wife's first time on the monorail," said Jerry Davis, one of the people rescued. "I've been on it once before and this was definitely a first."

The cause of the malfunction has not been determined.  The monorail will be shutdown on Sunday.

It's been three weeks since America lost Chris Kyle.  Now an artist has found a monumental way to honor the Navy sniper shot and killed while helping a fellow veteran deal with PTSD at a gun range in Erath County. 

Greg Marra is the man in Florida who's had his hands in clay almost non-stop since Kyle died. 

"I looked at this statue and I was like 'my God," said Michael Smith, a veteran in Haslet who has the honor and responsibility to help get the statue to North Texas. 

"If you look at the arms where Chris is holding his weapon, down to the veins in the arms, the facial features.  It's just ominous how well Greg has done."

Smith heard about the statue on a radio program.  He got in touch with the artist's manager and said he wanted to help.

"It's a gift from a grateful country from what Chris not only did in combat but for what he did for my brothers and sisters who came back from combat with Post Traumatic Stress Disorder," said Smith.

Smith said the plan is to get the Chris Kyle statue here by March 8th.  Who will take this clay likeness the rest of the way turning it into a bronze statue is still being worked out. 

The only decision Kyle's widow Taya will have to make is where she'd like it.

"I don't know where they're going to put it," said Smith. "I hope Taya decides to put it someplace it deserves to be where people will go and honor the man."

In Midlothian Sunday night a banner honoring Chris Kyle greets you at the entrance of Ellis County BBQ.  When we told owner Dennis Deweerd about the statue, he was thrilled.

"I think it's awesome," said Deweerd.  "I think it's a great tribute to an American hero.  It's a small town here but it would mean a lot to a lot of people."

Former gubernatorial candidate Kinky Friedman stopped in Dallas Saturday.

Kinky Friedman spent part of his Saturday in Dallas touting his liquor and a possible run for Governor.

More than six years after losing the race for governor, the singer, songwriter and novelist said he's considering another run.  Friedman ran as an independent in the 2006 general election. He received more than 12 percent of the vote.  He also ran in 2009.

He also shared his plan to solve the state's budget problems.

"I would campaign very hard to legalize casino gambling," Friedman said. "And to legalize, regulate and tax marijuana. If we can accomplish those two things, we won't be talking about any kind of taxes for 30 years."

Friedman appeared at the Lakewood Medallion Discount Liquors in Dallas to sign bottles of this "Man In Black Tequila."

Nearly 100 Rescued from Dallas Zoo Monorail

Dallas firefighters were called to the Dallas Zoo after a malfunction stranded approximately 100 people on a monorail. The ride will be shutdown Sunday.

Dallas firefighters were called to the Dallas Zoo after a malfunction stranded 93 people on a monorail.

Dallas Fire-Rescue was called to the scene at about 3:30 p.m.

Fortunately, the monorail stopped at a location that was easily reached by firefighters.  Using as many as five extension ladders, firefighters were able to remove all of the trapped passengers from the monorail in about a half hour.

"It stopped a very fortunate place because it was such a low point there, very accessible," Sean Greene, Dallas Zoo Vice President of Guest Services. "It didn't impede any animals, didn't impede the experience over the elephants. But obviously for those 93 passengers they wouldn't like to have completed their journey."

There were no injuries in connection with the malfunction or rescue but certainly rattled nerves.

"Actually [this was] my wife's first time on the monorail," said Jerry Davis, one of the people rescued. "I've been on it once before and this was definitely a first."

The cause of the malfunction has not been determined.  The monorail will be shutdown on Sunday.
